Selection procedure of the European Championship referees

Referees, assistant referees, fourth officials and VARs for the European Championship in Germany are appointed by UEFA on a match-by-match basis. The leaders will be selected from the international list and may not lead matches from their own country's group.

A reserve referee will be present at each match. If a referee or flagger cannot whistle/flag the game, he is replaced by the fourth official.

Handling Serious Injuries

If a concussion is suspected, the referee stops the game to allow the team doctor to examine the player. This should take no longer than three minutes unless there is a serious incident, such as a spinal injury. Only after the team doctor confirms that the player is fit to continue, may the player resume playing.

VAR at the European Championship in Germany

A team of 24 video referees will be present in Germany to assist those on the field with technical support. VAR can be used according to the IFAB rules to assist the referee.

The final decision to use VAR rests with the referee and is conclusive. Only the official VAR system may be used for reviewing replays. If the technology fails, the referee's decision remains valid, even without the help of VAR.

VARs will also be present at the tournament. The video referee made his debut at the European Football Championship in 2016.
